During World War II there were two United States Coast Guard Auxiliary Flotillas located at Coos Bay;
Flotilla 65, worked out of Coos River, and Flotilla 66 assigned to work the Coquille River.
The mission of both Flotillas was Harbor Security and Submarine Patrols.

After the war Flotilla 66 was brought back to Coos Bay.
Then came the lean years when flotillas and divisions throughout the Auxiliary were dissolving,
primarily because of a lack of purpose.

On 31 December 1969 Division V was chartered at Eugene, Oregon.
This new Division consisted of five Flotillas, Coos Bay 51, Eugene 52, Roseburg 53, Medford 54, and Klamath Falls 55.
In spite of some good progress and advancements the ups and downs continued.
Several Flotillas, including Flotilla 51, within the Division went dormant and were later revived.
On 6 July 1973 Flotilla 51 was re-established and continues through today.
Flotilla 51 has exhibited over 30 continuous years of service to the United States Coast Guard
by providing on-the-water patrols, public water safety education, an aggressive Vessel Examination effort,
an increasing membership, and other efforts that support local Coast Guard needs.

  • Apparently dangerous loads and/or cargoes
  • Items that appear to be weapons or explosives
  • Boats loitering under bridges or by locks or dams
  • Diving operations near any critical infrastructure
  • Boats or divers in naval protection zones
  • Note appearance, size, coloring of individuals
  • Note type of boat, car, registration, etc.
  • If diving is involved, note color of equipment

    Oregon Mandatory Boater Education Law
    and Statewide and Internet Classes

    Is anyone exempt from needing
    a boater education card?

    Yes. Exemptions apply to:

    • Out-of-state and foreign visitors:
      If they will be boating in Oregon for less than 60 days
      or hold a boater education card from another state.


    • Boaters with a current Coast Guard Boat Operator License:
      Boaters such as guides and barge operators
      who hold a current Coast Guard Boat Operator License
      are exempt from the requirement.


    • Commercial Fisherman:
      Boaters who hold a current commercial fishing license
      do not have to carry a boater education card
      when operating recreationally
      but do need to carry their commercial license or documentation.


    • Non-certified, supervised adults:
      The law allows a non-certified adult to operate a power boat
      IF under direct supervision of an adult
      16 or older who is carrying a boater education card.


    • New Boat Buyers: Buyers have a temporary exemption, valid for up to 60 days.

    • Boat Renters: Renters will be exempt, but must complete a dockside safety checklist.


    What is a Recreational Vessel Safety Check (VSC)?

    A Recreational Vessel Safety Check is a courtesy examination of your boat (Vessel) to verify the presence and condition of certain Safety Equipment required by State and the Federal regulations. The Vessel Examiner is a trained specialist and is a member of the US Coast Guard Auxiliary. They will also make certain recommendations and discuss certain safety issues that will make you a safer boater.

    This is not boarding or a law enforcement issue. No citations will be given as a result of this encounter.

    We will supply you with a copy of our evaluation so that you may follow some of the suggestions given. Vessels that pass will be able to display our distinctive VSC decal. This does not exempt you from law enforcement boarding, but you can be prepared to make this a positive encounter.

    To avoid loss of valuable fishing time,
    Commercial Fishing Vessel Operators
    are encouraged to get a courtesy fishing vessel safety dockside exam.
    The Coast Guard provides courtesy dockside exams
    to help ensure that all of the required safety equipment is on board and in good condition. The exam is done as a service and is not a law enforcement exam.
    Any discrepancies are provided to the owner as a work list.
    Vessels found to have all of the required equipment are issued a decal. This decal indicates to any future Coast Guard boarding personnel, that the vessel has all of the required safety equipment. Getting a courtesy dockside exam can save time during a boarding and reduce the risk of the vessels voyage being terminated. Mariners interested in the courtesy dockside exam program can contact

    Call for U. S. Coast Guard on Channel 16 VHF-FM (156.8 MHz)

    Emergency Radio Call Procedures:
    1. Make sure radio is on
    2. Select channel 16
    3. Press/hold the transmit button
    4. Clearly say: MAYDAY MAYDAY MAYDAY
    5. Also give:
      - Vessel name and/or description
      - Position and/or location
      - Nature of emergency
      - Number of people on board
    6. Release transmit button
    7. Wait for 10 seconds - if NO response repeat "MAYDAY" call.

    * Intentional hoax calls are an offense and subject to prosecution
      (see Hoax information page).

    * The U.S. Coast Guard will not be equipped to respond to Digital Selective Calling (DSC) distress calls on Channel 70 until 2006.

    By Cellular Phone

    VHF-FM radios are the preferred method  for reporting emergencies from vessels on the water.   Cellular phones are an acceptable secondary means of calling the Coast Guard.

    Currently the U.S. Coast Guard email system is not set up to accept or respond to emergency SAR messages.  If you are in distress or need to report an emergency, do NOT send it via email, contact the Coast Guard via telephone or radio.

    By other methods

    The Global Maritime Distress and Safety System (GMDSS) provides a number of additional means for contacting or alerting SAR authorities.  These include INMARSAT, SARSAT (EPIRBs), MF-DSC, HF-DSC, etc. 

    In addition, for vessels or persons in distress there are nationally and internationally accepted/prescribed visual and sound distress signals (flares, horns, mirrors, flashing lights, flags, etc).
